What it is
Extensions are enabled per client, not per node, because each client has its own PHP-FPM master. The catalog is closed: the panel never installs arbitrary packages on request.
What it is for
Turning on what an application needs (for example imagick for image handling) without asking for a node-wide change.
Limits
ffi, xdebug, pcntl, posix, imap and ssh2 can only be enabled by an admin, client by client, and the page states what each opens up. imagick runs under a hardened ImageMagick policy, and whether it can be installed depends on the distribution release.
